2.54 Dr Drummond told the committee that ‘most games have variable scarcity items that are often referred to as rare, epic or legendary items’. These items are often only ever given to players a very small percentage of the time and this creates a system where players desire these items more than other items. Dr Drummond concluded that the desirability of an item alters the way a player ‘might perceive the value’ of items. 2.40 The committee heard that the Steam marketplace, offered by the game developer, publisher, and digital distribution company Valve, allows digital items to be traded between players for real world currency, with the original creator of the digital item collecting a fee every time the item is traded between players.
